ABSTRACT:
This study examines the creation of the Council of the Country (Sfatul Țării) at the Congress of Moldovan Soldiers held in Chișinău on 20-27 October 1917, including the procedure for selecting candidates and electing deputies. Based on archival documents, it presents the correct number of deputies which were included in Sfatul Țării, the number and names of those elected at the Congress of Moldovan Soldiers, the names of those elected in military garrisons, as well as the deputies elected on behalf of Moldovans from across the Dniester. The paper demonstrates that the vote-counting procedure used by the Commission for the election of deputies was incorrect. The research brings entirely new evidence showing that one deputy, although elected at the Congress, was never validated by the Council of the Country.
REZUMAT:
Studiul examinează crearea Sfatului Țării în cadrul Congresului Militarilor Moldoveni desfășurat la Chișinău între 20 și 27 octombrie 1917, analizând procedura de desemnare a candidaților și alegerea deputaților. Pe baza documentelor de arhivă, sunt prezentate numărul real de deputați care au făcut parte din Sfatul Țării, numărul și numele celor aleși la Congresul Militarilor Moldoveni, ale celor aleși în garnizoanele militare, precum și ale deputaților desemnați în numele moldovenilor de peste Nistru. Lucrarea demonstrează că procedura de numărare a voturilor utilizată de Comisia pentru alegerea deputaților a fost incorectă. Cercetarea aduce dovezi complet noi, arătând că un deputat, deși ales în cadrul Congresului, nu a fost niciodată validat de Sfatul Țării.
